There's a cell tower less than 2 miles from the facility which Verizon network techs confirm is in good working condition, and my understanding is that RSRQ is more of a factor of local environmental issues, like RFI. I wrote some test code to pull some more data out of the device and I'm finding that when the device does manage to see the network it's reporting a good RSRP (-80 to - 70dBm) but a low RSRQ (-16dBm or lower). We are beginning to manufacture the product and our manufacturer is finding they they are unable to get the device to establish a network connection in their facility. It's been certified by Verizon and the FCC with no issues. My company makes a device that utilizes an LTE CatM1 cell module that operates only on B13.
